The blade is only 1/2" shorter. The knife in the picture has a model #1 style hilt which is standard on the #16-7" Special Fighter.

It's available on a model #14, but not as common as the 14 hilt.....so it could be a 14, but more likely a #16.

Great picture though.

I am fairly certain it is not a #14. What you say is true, it "could" be a #14 but the overall size of the hilt looks too short to be on a #14. Of course, if we could see the entire blade the answer would be crystal clear. The #16-7+, Spl. #1 is one of the knives RMK makes available to active-duty with little to no wait. That also plays to it being one of those.

A #15 would be wider, I think. I think the "last" choice would be a #14, judging the blade-handle size ratio.
